46rd General Convention of UDC from Little Rock, AR.  Guess by the late 50's they were going on the cheap as this ribbon is actually printed on card stock and not fabric.  Belonged to an Arkansas member.  I will mail this in a regular business envelope for a buck unless you specify otherwise.
